Fleet Safety Management Program Overview


Founded in 2019, GL Transport Consulting (GLTC) was established by industry veterans Tim Lucko and Rick Geller to deliver innovative solutions for Canada’s regulated transportation sector. Their shared vision was to strengthen fleet safety, regulatory compliance, and risk management through comprehensive program development and specialized training.


Drawing on decades of combined expertise, they built a respected consulting firm recognized for its measurable improvements in the safety, efficiency, and compliance performance of regulated fleets.


In 2023, Rick Geller passed away, leaving behind a legacy of dedication and impactful contributions to GLTC and the broader transportation industry. Today, Tim Lucko leads the company, continuing to uphold its founding values while advancing innovative strategies that address the evolving needs of regulated carriers.


In 2025, GLTC partnered with EDN Consulting and its principal, Ed Novoa, to establish FSM Training Inc., a venture focused on delivering the Fleet Safety Management Program across Canada. Ed Novoa is a recognized industry professional with extensive experience in regulated fleet operations and in the design and delivery of online training programs.


Launched in Manitoba in the fall of 2021, the Fleet Safety Management Program is an instructor-led, in-person training course originally hosted by the Manitoba Trucking Association (MTA). The program has been offered three times per year to all provincially regulated carriers in Manitoba.


Each session accommodates 15–18 participants over five full days (40 hours) of classroom instruction. Daily quizzes are incorporated to reinforce learning. A final examination is not required, reflecting the program’s emphasis on applied knowledge and active participation.


As part of the course, participants also benefit from two external expert sessions:


  • A 60-minute presentation from the local occupational health and safety board or association.
  • A 60–90-minute session delivered by a host insurance brokerage or broker partner, providing an overview of transportation insurance and related risk management programs.


In 2025, the Manitoba Trucking Association’s RPM Safety Program introduced two new professional designations:

  • Certified Transportation Safety Professional (CTSP)
  • Certified Transportation Safety Coordinator (CTSC

Completion of the Fleet Safety Management Program is a core requirement for both designations, along with the 40-hour New Entrant Training Program, also developed by GL Transport Consulting (GLTC).

The program was developed through extensive consultation with industry stakeholders, including fleet safety directors/managers, motor carrier enforcement officers, insurance professionals, and association representatives. This collaborative approach ensures the curriculum reflects real world challenges, current regulatory expectations, and industry best practices.

This Program never stands still. This isn’t a static lecture—it’s a living workshop. Feedback flows continuously throughout the entire session. As facilitators guide discussions, participants openly share what’s happening in their fleets right now: new compliance hurdles, emerging technologies, near-miss lessons, and creative workarounds that actually work. These candid, real-time conversations regularly uncover fresh challenges and solutions that no textbook could predict. Within weeks, those insights are reviewed, validated, and woven into the very next deliveries—ensuring every future group benefits from the collective experience of everyone who came before.


Additionally, every session gathers detailed, post-course feedback. Participant frontline insights drive regular updates to content, case studies, and practical tactics, ensuring the material stays ahead of emerging risks, new regulations, and proven on-the-road solutions.

Trademarked Fleet Safety Framework: A step-by-step methodology for identifying, assessing, and mitigating operational risks that extend beyond individual driver performance.


Regulatory Alignment: Curriculum designed in accordance with Canadian National Safety Code (NSC) standards, U.S. FMCSA requirements, and recognized industry best practices, ensuring compliance clarity and effective risk mitigation across jurisdictions.


AI-Driven Tools: Instruction in the use of artificial intelligence and data analytics to interpret safety data, identify trends, and support proactive coaching, decision-making, and continuous improvement.


Unlike traditional compliance-based courses, this program equips fleet safety stakeholders with practical strategies and modern digital tools that enable long-term, systemic safety improvements within their organizations.

This program establishes a new benchmark for fleet safety training, strengthening individual fleets while advancing a culture of safety and accountability across the broader transportation industry:

  • Reduced collisions, downtime, and employee turnover.
  • Improved regulatory compliance and reduced exposure to enforcement actions.
  • Enhanced insurability and potential for lower insurance premiums through proactive risk management practices.

The program has received consistently positive feedback from participants and industry stakeholders. One loss prevention specialist from a major Canadian insurer noted they “wished they had accessed this training earlier” in their career, underscoring its value and real-world relevance.


Since 2022, the program has expanded into Ontario and Saskatchewan, with over 250 participants successfully completing the training to date. An online version of the program is scheduled for launch in 2026, broadening access to fleets and professionals across Canada.


In 2025, the Manitoba Trucking Association’s RPM Safety Program introduced two new professional designations, the Certified Transportation Safety Professional (CTSP) and the Certified Transportation Safety Coordinator (CTSC).

The Insurance Council of Manitoba has approved 12 Continuing Education Credit hours for participants of the Fleet Safety Management Training Program. This approval represents emphasises the program’s relevance, rigor, and growing recognition as a high-value professional development offering for those working within the regulated fleet and insurance industries.
