Meet the Instructors

Meet Tim Lucko

Tim Lucko is a nationally respected transportation risk management professional with more than 40 years of experience in commercial fleet safety, regulatory enforcement, and loss prevention. As a lead instructor and curriculum developer for the Fleet Safety Management Program, he brings expertise in building defensible, governance based safety systems that help carriers reduce risk and improve their insurability. Known for combining practical insight with real world experience, he has become a trusted advisor to fleets, insurance brokers, insurers, and associations across Canada. His focus is to help carriers transform safety expectations into operational behaviors that build safer, more resilient fleets.


Throughout his career, he has led major transportation safety and risk management portfolios, including commercial insurance risk initiatives, loss prevention teams, regulatory enforcement operations, occupational safety programs, and large scale public sector safety systems.


His background includes extensive leadership experience with Manitoba Public Insurance, where he guided high risk commercial transportation safety strategies, and Manitoba Infrastructure and Transportation, where he directed enterprise wide risk and safety programs across aviation, marine, road infrastructure, government buildings, and enforcement environments.


Earlier roles in commercial vehicle enforcement and public safety include serving as Chief Inspector of the Provincial Taxicab Board and a long career with the Winnipeg Police Service, specializing in traffic enforcement, collision investigation, and commercial vehicle inspections.


As an educator and training developer, he has spent decades designing and delivering programs that support safer fleet operations and stronger organizational performance. His instructional experience includes training in fleet safety management, risk mitigation, driver coaching, behavioural performance improvement, telematics utilization, business continuity, public sector leadership, and commercial vehicle enforcement.


He has also instructed university level risk management, contributing to the development of emerging professionals in the field. His training is grounded in regulatory knowledge, operational reality, and a clear understanding of the insurance and compliance environments that carriers operate within.


He holds the Canadian Risk Management designation, the Risk Fellowship designation, and the Associate Business Continuity Professional credential, along with certificates in Public Sector Management and additional specialized training in enterprise risk, claims management, and safety program auditing.


Through work with the Manitoba Trucking Association, the Risk and Insurance Management Society, and various industry and volunteer initiatives, he continues to contribute to national conversations on transportation safety and risk reduction.


Meet Ed Novoa

Ed is an innovative business consultant, training development specialist, and strategic marketer with more than 27 years of experience serving the Canadian transportation industry. Through hundreds of client and vendor consultations, he has been invited “behind the curtain” of fleets of every size and operating model, gaining a practical understanding of the customized management practices that succeed in daily operations and those that fall short despite appearing strong on paper.


He specializes in guiding safety stakeholders to develop and strengthen their own company-specific recruitment, retention, training, and safety programs using established, industry best practices. His hands-on approach focuses on creating engaging, learner-centered content.


With extensive experience in instructional design, learning management system optimization, and curriculum development, he mentors organizations on building clear policy frameworks, effective documentation processes, and internal review practices that align with Insurance needs, NSC, COR, CVOR, and FMCSA requirements. He also draws on more than 15 years of collaboration with online platforms, an active involvement in the Fleet Safety Council, Trucker Buddy International Board of Directors, and various advocacy committees to keep guidance current and relevant.


In addition to training and development expertise, he brings proven skills in strategic marketing, brand development, social media strategy, partnership management, and event facilitation. From 1998 to 2022 he served as General Manager and Partner of the OTR Group of Companies, leading national and international vendor relationships, business planning, budgeting, and industry representation. Since 2021 he has operated his own consultancy and, concurrently since 2022, has supported business development for Infinit-i Flee Safety, an SaaS training provider serving the Canadian transportation sector.


Most recently, he has partnered with Tim to offer the Fleet Safety Management Program


He holds an Advertising degree, Fleet Safety Management training, multiple COR certifications (Essentials, Auditing Principles, Internal Auditor) and, a Google Digital Marketing Certificate. Known for calm, practical leadership, he adapts quickly to changing regulatory and technology landscapes, mentors individuals and teams effectively, and helps organizations translate strong internal governance into improved carrier profiles, insurance outcomes, and driver recruitment/retention success.
